<p class="text-gray-700">One of the early top 2028 prospects in the state of West Virginia is Morgantown QB [player_tooltip player_id='923337' first='Maddox' last='Twigg']. We got to see Twigg live at the PRZ WV Stock Up Showcase last month where he earned Top Performer honors as a freshman. The 6'2 205 dual-threat quarterback saw varsity starter reps as a freshman for the Mohigans and excelled as a run-first QB in year one at the high school level in their system who will have more opportunities to showcase his arm talent over the next three years. Twigg is a gifted athlete with an impressive physical build for a young player and has all of the tools to develop into the top quarterback in the 2028 class and potentially even the top overall prospect. </p>

<p class="text-gray-700">[player_tooltip player_id='1166650' first='Peyton' last='Grigsby'] was an impressive freshman varsity starter for Capital this season and will now head to Herbert Hoover to finish out his high school career. Grigsby has turned heads at every event he attends and was recently a standout at the Hotbeds 2028 Freshman All-American game down in Georgia. He's one of the best pure passers in the WV 2028 class with underrated athleticism to pair with his arm talent. Grigsby throws a pretty ball with accuracy and touch and is well ahead of most 2028 quarterbacks developmentally at this stage of their careers. </p>

<p class="text-gray-700">We're still waiting for full-season tape from 2028 Independence quarterback [player_tooltip player_id='1221843' first='Brock' last='Green'], but he'll consistently be in the mix for one of the top-ranked spots among passers in this class. Green has great early size in the 6'3 220 range which translates to impressive arm strength where he can stretch the field vertically with the best of the WV 2028 QB class. He broke Independence's single-season passing record in his first season behind center throwing for 1,800 yards and totaling 29 touchdowns. We'll learn more about Green's game once film is posted to Hudl, but he's a definite name to know and watch over the next three years. </p>

<p class="text-gray-700">It took a few games for Bluefield to fully break in their new freshman quarterback [player_tooltip player_id='1166648' first='Max' last='Simpson'], but the young gunslinger got going as the season progressed and finished the 2024 season strong. Simpson threw for 1,300 yards and 9 touchdowns in his first season at the high school level as the Beavers have a promising talent to build around for the future. He showed the ability to throw from a variety of platforms and arm angles as a freshman that will open eyes when watching his film. Simpson can stretch the field vertically and from sideline to sideline that forces defenses to defend the entire field. </p>

<p class="text-gray-700">Another long 2028 quarterback with a bright future to know out of Spring Valley is [player_tooltip player_id='1221842' first='Brock' last='Biggs']. The lefty passer is the younger brother of former Spring Valley offensive line standout Bryce Biggs who's now at Marshall, so he has D1 bloodlines to work with and develop over the next three years. The younger Biggs captained the Timberwolves' JV team this season and will have the opportunity to take over as the varsity QB1 as a sophomore with the graduation of [player_tooltip player_id='1171873' first='Liam' last='McGuire']. Biggs is still a bit raw as a passer mechanically and will continue to develop in that area but has dual-threat capabilities and should be a key factor in the Spring Valley running game. </p>

<p class="text-gray-700">2028 Weirton Madonna quarterback [player_tooltip player_id='892650' first='Maddox' last='Bowen'] did a nice job operating the Blue Dons offense as a freshman as a key piece for their program to build around moving forward. Bowen threw for 1,754 yards and 19 touchdowns in his first season behind center at the high school level while seeing the ups and downs as a young quarterback that he can learn from. He'll need to continue developing physically and will catch up in that regard to some other quarterbacks in this class, but did a great job hanging tough all season long in year one. Once his body catches up to his ability, Bowen will take his game up several notches and is a long way away from being a finished product with the potential to develop significantly by his senior year.</p>

<p class="text-gray-700">2028 Liberty-Raleigh quarterback [player_tooltip player_id='1221844' first='Jaxson' last='Workman'] battled back from an injury as a freshman and finished the year strong for the Raiders. He's a big-bodied athlete who will have the potential to be an ATH prospect as well depending on how his body and game develop over the next three years. Workman is still raw as a passer but his strengths in that regard are velocity throws over the middle and deep balls. He'll continue to develop accuracy and touch on sideline throws along with his mechanics. Workman is also a major factor in their running game and is a horse coming downhill on option plays and QB runs. </p>

<p class="text-gray-700">2028 Chapmnaville quarterback [player_tooltip player_id='1315124' first='Dakota' last='Dalton'] took over as QB1 for the Tigers' varsity squad this season as a freshman and showed promise for the future. TD-INT ratio will need to improve moving forward, but Dalton will learn a lot from his first year being thrown into the fire as a freshman varsity starter. There's not much film to evaluate from his freshman for a full evaluation, but Dalton has the size and athleticism to develop into a very good QB or ATH prospect in time and will be a notable name to follow over the next three years. </p>

<p class="text-gray-700">Perennial state power Martinsburg appears to have another young QB/ATH prospect in their program to work with in freshman [player_tooltip player_id='1624261' first='Keon' last='Ridenour'] who commanded their freshman team this season. He caught our eye when watching some of the Bulldog Freshmen team video cut-ups as a dual-threat athletic option for them to continue to utilize down the road where they've had massive success. He'll have to wait his turn as a varsity starter at quarterback and will likely play some receiver and defensive back in time but showed some arm talent and ability to stretch the field vertically in the glimpses we saw of him. Ridenour's athleticism will get him on the varsity field sooner rather than later in some capacity similar to 2027 Martinsburg prospects [player_tooltip player_id='895900' first='Brian' last='Dick'] and [player_tooltip player_id='1154709' first='Ty' last='Ricketts']. </p>

<p class="text-gray-700">2028 Petersburg quarterback [player_tooltip player_id='1421223' first='Payton' last='Metheny'] took Class A by storm this season as a freshman leading the Vikings to the playoffs. He's on the smaller side right now but is very athletic and kept his team in a lot of games this season in year one. Metheny's multi-sport athleticism allows him to be a gifted improviser with the ability to take off and run any time he wants to. Even as a smaller athlete right now, Metheny can hit receivers in stride 50+ yards down the field and throws a pretty deep ball with arc. His film is limited right now but keep your eyes on a potential small school gem for the next three years. </p>

<p class="text-gray-700">2028 South Charleston QB [player_tooltip player_id='1624345' first='Ceno' last='Riley'] looked promising when he got his opportunities as a freshman for the Black Eagles. He's another athletic quarterback who also operated the offense quickly while looking like an experienced player. Riley can execute an RPO or traditional option offense and can be a factor in the running game with his legs. We liked what we saw from his two-game sample size of highlights to warrant a spot on the Watch List at this juncture with a promising future ahead for a rebuilding South Charleston program.</p>

<p class="text-gray-700">Another young quarterback with limited film who flashed potential is John Marshall's [player_tooltip player_id='1624336' first='Landon' last='Cook']. Cook looked mechanically sound in his footwork and throwing motion on the Monarchs' freshman team. He has some older quarterbacks ahead of him on the depth chart but will likely be in the mix for the varsity starting job in 2026 as a junior when 2026 QB [player_tooltip player_id='1136969' first='Kayden' last='Knapp'] graduates. Cook will need to add size to raise his ceiling as a prospect, but if he continues to develop over the next three years, he's shown upside and potential early on to get there. </p>
