is one of the biggest risers in the rankings update, climbing from #39 overall to #13 and establishing himself as the #2 WR in the class. Rush has built considerable momentum throughout the offseason, recently earning his first D1 offer from Kent State while also collecting several D2 opportunities after a strong run of camp performances. The move from Capital to Herbert Hoover could prove to be a significant development for his stock as well. Pairing with one of the top quarterbacks in West Virginia should create more chances for Rush to showcase the playmaking ability that has drawn increasing attention from college programs. With recruiting interest continuing to grow and a new opportunity ahead of him this fall, Rush enters his junior season as one of the hottest names in the 2028 class.

. Rush is a well-known name in that area of the state as an athletic family, and Turay will be the next in line to earn serious college attention. He’ll be a big-time playmaker for three more years and could earn some offers early on.
Here’s what we recently said about Rush in our 2028 Rankings Debut article:

, who flashed a lot of potential and upside as a freshman. Expect him to take a step forward as a sophomore if they can find a new quarterback to get him the ball consistently. He has D1 bloodlines and will have the opportunity to be the next in line to earn offers from that level if he continues to progress from the early signs that he’s shown to date.”

is ahead of the pack at this juncture and one of the best young receivers in the class right now. “Big Play 2Ray” is an accurate description of his freshman highlight tape with flashes of big-time playmaking ability shown throughout. Rush is a vertical threat who can consistently get behind the back end of defenses and force safety help over the top. However, Rush also proved that can be utilized in the intermediate passing game on curls, digs, and out routes to work the sticks as well. He’s a fluid athlete with D1 bloodlines to monitor over the next three years as an early top receiver in the 2028 class.

better be within the first few names mentioned in the conversation. While he’s nice as a Defensive Back, honestly probably the best I’ve seen in the state thus far, I’m super high on what I’ve seen as a Wide Receiver. As of June 2024, he checks a lot of boxes in terms of speed, hands/ball skills and his ability to create separation in his routes. The younger brother of former Capital High School and Eastern Michigan D-Linemen Turan Rush, little brother is certainly one to keep an eye on. The combination of advanced skill already on display and some genetics, makes him a no-brainer to watch.
