previous evals have expressed same sentiments. No full-season tape, great mid-season tape however, also left a lasting impression on me a couple off-seasons ago.
Validation in the form of an offer keeps Penn inside the top ten, yet I’m ready to see new tape out of the young man.
Reps at WR show Penn can accelerate like he’s 150 pounds. The young man can move while carrying a relatively thicker build. Can catch through a defender’s hands, not easily deterred by much. Attitude and edge, kid exudes confidence. Could be an outstanding producer on offense this Fall.
Personally like Penn on offense, yet he provides quality reps art DB as well as on special teams.

Penn is a 5’11, 185 lbs WR/DB prospect that exhibits FBS ability in various instances. Presently, Penn has an offer from D1 FBS Miami, Ohio Redhawks in the MAC. Lloyd has next-level explosion, firing off the ball from the wide receiver position. He has the speed that quickly eats up cushions and puts immediate stress on the safety when he’s lined up as the #3 WR in the slot. Penn runs crisp routes and is skilled at tracking the ball over his shoulder when the pass is in flight. His body control and footwork are also impressive, displaying the ability to tightrope the sideline on multiple receptions. Lloyd’s toughness is evident in the way he stock blocks, receives passes over the middle, and tackles on special teams. He’s a big deep threat that has reliable strong hands on his receptions. Penn will undoubtedly be a top weapon for the Bulldogs in 2023.

left such a lasting impression on me, that he cracked the top 10 without a full seasonal tape on Hudl. I hardly ever rank kids without a complete tape, yet seeing this kid dominate competition live at 7v7 events always stuck with me. His mid-season tape was enough for me to stamp him as a top-ten wideout, that’s us being modest. The University of Miami (OH) has seen enough out of the Westinghouse prospect to extend an offer to Penn, doing so in Early March. I haven’t forgotten about the young man, an athlete who has every right in his name to challenge

is hardly a knock on the young man. Listing him outside of the top 100, even out of the top 75 certainly is, however. I’m strict on certain things, I didn’t see a complete highlight tape out of Penn from last Fall, so I was unsure as to whether or not he played, was injured, or didn’t get reps toward the end of the season. This is why having connections out West could go a long way. Thankfully, I’ve made those connections that will help me better represent kids that are a flights reach from me. This was the case with Penn, yet I still listed him as a top-ten wideout. He’ll more than likely be moved to ATH, but I can’t imagine he’ll place outside of the top 30-50. The young man is going places, it’s time we reflect on that fact.
