This time, however, there’s a different feel around Agard at the top. Almost giving the sense that Agard is on the hot seat a bit. Agard and company should hardly care, as the top-ranked corner announced his commitment to Wisconsin football, now squarely focused on winning a title as a senior and growing as a future Badger. Agard’s evaluation obviously hasn’t changed, yet I’ve heard rumblings that he wasn’t a take at many schools that offered him earlier in the year. Again, I still love the complete package he presents on the field, balance, hips, hands, and catch-up speed are all elite tier.
Kenny Woseley Jr. Kenny Woseley Jr. 6’0″ | 170 lbs | DB Imhotep Charter | 2024 State PA is building a resume worthy of overtaking Agard for the state’s top DB spot. What’s changed, you might ask? Nothing outside of me talking to coaching staffs in the know, who have given their opinion on the matter as to which DB they prefer. These conversations have slightly skewed my look on the two, with Woseley Jr.s closing the gap to as tight as it has ever been. Woseley, who is back inside the top ten, is peaking at the right time. I’ll be at many Imhotep games this coming Fall, so I’ll have a great look at whether or not Woseley or Agard will claim the top spot, the final case being made by the two.
Khari Reid Khari Reid 5’10” | 165 lbs | DB Neumann – Goretti | 2024 State PA is the third consecutive DB on the rankings coming out of Philadelphia, a fourth consecutive is beneath the Neumann-Goretti and soon-to-be Stanford star. I can foresee a future, 2-3 years from now, where Khari Reid Khari Reid 5’10” | 165 lbs | DB Neumann – Goretti | 2024 State PA transforms into a professional prospect. I rarely ever say that about kids I cover. Reid might not convey a better tape than Woseley or Agard, there might not be as much hype surrounding his name, yet there are times on tape when Reid shows off some of the best man-to-man reps that I’ve seen out of any corner I’ve covered in the past. That’s a huge compliment, yet consistency will be a key trait the Stanford coaching staff can instill. Excited to see him work in the Pac-12.
Jah Jah Boyd acts as the highest-ranking prospect brought into the James Madison program since I’ve been covering Pennsylvania. Craziest part is, it’s not that shocking. James Madison has pulled plenty of top 50-100 type prospects over the years, this kid is just a bit different. A top-five ranking for Roman Catholic’s alignment-versatile DB. This is a real Power Five prospect who has presumably fallen in love with what the Dukes can provide. Two-to-three years from now, James Madison is expected to station several former Pennsylvania prospects, with Jah Jah Boyd expecting to set the standard for years to come. One of the hardest working prospects I’ve had the pleasure to watch up close, Boyd has enough potential to be a name to watch in the transfer portal years from now to boot. Sky is the limit.

Jaire Rawlison Jaire Rawlison 5’10” | 180 lbs | DB Bishop McDevitt | 2024 State PA rounds out the top five. The elite competitor and state champion will not be denied his flowers on this site. Kent State, much like James Madison, always nabs a few quality PA prospects each year, this time, they also secure a top-50 prospect in Jaire Rawlison Jaire Rawlison 5’10” | 180 lbs | DB Bishop McDevitt | 2024 State PA . The second Power Five prospect to be scooped but by a G5, Jaire Rawlison Jaire Rawlison 5’10” | 180 lbs | DB Bishop McDevitt | 2024 State PA puts forth tape as good as anyone in the state. Purely from a total trait perspective, Rawlison has what it takes to leap into the top three. The young man has flirted with the four and five spot, yet he’s a tough comp against Khari Reid Khari Reid 5’10” | 165 lbs | DB Neumann – Goretti | 2024 State PA . One thing’s for sure, no one is sleeping on Jaire Rawlison Jaire Rawlison 5’10” | 180 lbs | DB Bishop McDevitt | 2024 State PA at this point in his career. Opposing offensive coordinators will surely account for this kid when game planning against the loaded Crusaders.

Brandon Banks Brandon Banks 6’0″ | 170 lbs | DB Aliquippa | 2024 State PA , who in his own right should be and could be a top-five DB, announced his final four schools on June 27th. Included schools are Coastal Carolina, which already has one top 100 prospect committed, Ohio is another, which currently holds no commitments out of Pennsylvania. Yale and Liberty are also in the running. Yet another Aliquippa product that has cracked our positional top tens, one that’s as polished as the rest. Very interested in seeing where Banks plans on spending the next four years of his career and why.
We can now rest assured that our eyes did not deceive us. The clamoring for validation in the form of offers for LaSalle College’s Kelby Hampton Kelby Hampton 6’2″ | 180 lbs | DB Salisbury School | 2025 NewE can finally be put to bed. His name is flowing through FCS and G5 recruiting boards as we speak. He cracks the top ten for a second consecutive ranking update, as we still like him as a premier talent in the state. Hampton is the fifth Philadelphia DB to be mentioned on this list and we are only at seven yet. The PCL is breeding DBs left and right. Hampton is the latest.
The sixth Philadelphia representative, bringing the total to more than half inside the top ten DB ranks. Mikey Preston Mikey Preston 5’11” | 170 lbs | DB Roman Catholic | 2024 State PA stays put on our ranks. Recruitment started hot, with Boston College and Penn State offering the young man as a freshman. We know early offers like that are just a notion that you’re actively being recruited. Since then, Preston has secured offers out of Old Dominion, Temple, and UNC Charlotte so far this year. Despite the drop in level, Preston is still better than many of the DBs in the state, based alone on recent recruitment. Plug in the tape and that notion still stands.
Glad we didn’t drop Nevan Hopkins Nevan Hopkins 6’0″ | 175 lbs | DB Bishop McDevitt | 2024 State PA prematurely like the rest of media outlets. Hopkins might not know, he also might not care, yet we’ve stuck by the premise that the young man is still on a trajectory fitting FBS potential, this despite him not seeing much traction in the recruiting world. I foresaw a potential rise similar to Tyshawn Russell’s last Fall. In June alone, Nevan Hopkins Nevan Hopkins 6’0″ | 175 lbs | DB Bishop McDevitt | 2024 State PA received offers from JMU, Temple, Delaware State, and Old Dominion. We can say that our rank and grade never waived on this young man. Many others, cannot.
The big, 6’2, two-way Woodland Hills product rounds out the top ten. A top-five ceiling that is going to call Bowling Green University home. The highest-ranking of Steven Jenkins Steven Jenkins 6’2″ | 175 lbs | DB Gateway | 2024 State PA career, he will line up on a loaded Woodland Hills defense that has plenty of FBS potential scattered throughout the depth chart. Excited to see if I can attend a Woody game this Fall to see if he’s deserving of an additional post-season bump.
