Elite William Penn (York) quarterback, captain, and future West Virginia Mountaineer Sam Stoner Sam Stoner 6'0" | 185 lbs | QB William Penn | 2023 State PA closes out our top five final 2023 quarterback rankings. The York High all-time leading passer and touchdown scorer cemented his legacy as the best quarterback to dawn the Bearcat blue and orange. We all know the West Virginia offer wouldn’t be a PWO if Stoner stood at 6’3. He checks off every other box. I’ve seen him complete incredible passes on the run. I’ve witnessed the young man complete 68% of his passes to a variety of wideouts. A ton of adversity was thrown his way this season, especially early on. Stoner’s leadership and play on the field helped the Bearcats stay the course, all the way up to the final seconds in an incredible fight against Central York this past month. I’d have no problem having Stoner lead my football team.
