When deciding who is deserving of the top spot, no one quarterback stood out like the future Penn star. You can attack his game from multiple angles. His stature, his build, is already a plus. His skill set and ability to hit almost every throw from the pocket is a plus. His prolific production is a plus. When picking the top quarterback in a class, I will always go with the safer quarterback that checks off the most boxes. Cadin Olsen Cadin Olsen 6’5″ | 225 lbs | QB Armstrong | 2023 State PA has done that and some. He’s ranked as a top-three passer in his class since taking over at Armstrong. He finishes out on top, serving as one of the best quarterbacks the WPIAL has ever produced.

Colin O’Sullivan Colin O’Sullivan 6’0″ | 180 lbs | QB Upper Dublin | 2023 State PA said he would rank as the top 2023 prospect when it’s all said and done. He couldn’t have come closer. O’Sullivan boasts one of the stories of development you can find amongst PA quarterbacks. O’Sullivan always ranked relatively high, the Upper Dublin captain always possessed the skillset to lead his team to a state championship. Yet his growth from an accuracy and confidence perspective has blown me away. I saw the inklings come before the season began. Colin O’Sullivan Colin O’Sullivan 6’0″ | 180 lbs | QB Upper Dublin | 2023 State PA proved any doubters wrong, all the way up to the incredibly gutsy performance put on in the State Semi’s two weeks ago against Imhotep.
Highlights
It’s tough to see Jaden Keefner Jaden Keefner 6’1″ | 210 lbs | QB Wyoming Seminary Prep | 2023 State PA in person for obvious reasons. It’s also tough to rank him accordingly considering he doesn’t play against most of Pennsylvania. Despite all of this, Keefner still ranks as a top-three quarterback prospect amongst his PA peers. The Bryant commit showed off his true dual-threat skillset this year, providing reps that displayed he could run past you or through you. His abilities on the ground combined with his ability to target wideouts downfield help him secure his FCS status. I’m enamored with Keenfer’s ability to operate a spread offense. He’s got a 12-minute senior tape that is littered with awesome decision-making. Bryant has to be through the roof to secure this kid.

Carter Barnes Carter Barnes 6’4″ | 215 lbs | QB Cathedral Prep | 2023 State PA ‘ elevation in our ranks comes primarily because of recruiting status. I haven’t watched any of his short senior single-game tapes, no senior season tape has been loaded up either. I haven’t seen Barnes play live, yet Dayton and Robert Morris are pleased enough to extend offers to the 6’4 quarterback. His junior tape satisfied me enough to rank him in the top ten last year, he sees a top 5 bump on our final rankings update.

Elite William Penn (York) quarterback, captain, and future West Virginia Mountaineer Sam Stoner Sam Stoner 6’0″ | 185 lbs | QB William Penn (York) | 2023 State PA closes out our top five final 2023 quarterback rankings. The York High all-time leading passer and touchdown scorer cemented his legacy as the best quarterback to dawn the Bearcat blue and orange. We all know the West Virginia offer wouldn’t be a PWO if Stoner stood at 6’3. He checks off every other box. I’ve seen him complete incredible passes on the run. I’ve witnessed the young man complete 68% of his passes to a variety of wideouts. A ton of adversity was thrown his way this season, especially early on. Stoner’s leadership and play on the field helped the Bearcats stay the course, all the way up to the final seconds in an incredible fight against Central York this past month. I’d have no problem having Stoner lead my football team.
