A wrestler by trade, he has recently visited both Rutgers and Syracuse despite remaining unoffered. I still believe Talley is an FBS-level TE/DE prospect even if recruiting has not fully caught up to that evaluation yet. Patience is required here because the interest exists even if the offer sheet does not reflect it today. This ranking is lower than before, but I have not given up on the long-term projection. Talley remains one of the more intriguing recruiting evaluations in the class. The next few months should tell us whether this ranking holds or begins trending upward again.     69. I assigned an FBS grade before Kent State extended an offer, making this one of the better evaluation hits in the cycle. At 6'0, 190 pounds with a 40-inch vertical and track background, the athletic profile is easy to buy into. In my opinion, this offer is only the beginning and a MAC-level recruiting snowball would not surprise me. Owen-Cratsenberg currently ranks among the Top 10 running backs in Pennsylvania's 2028 class. This ranking feels more like a floor than a ceiling. A strong junior season could easily result in a climb of 50 or more spots. He enters the rankings with legitimate momentum and plenty of room to rise.     68. Davis-Orr already holds offers from programs such as West Liberty, IUP, and Kent State, giving him one of the stronger recruiting profiles in this range. At 6'4, 270 pounds, he enters as the No. 10 offensive lineman in Pennsylvania's 2028 class. The fact that Division II programs are already involved this early is noteworthy and worth monitoring moving forward. In my opinion, this ranking may be close to his current ceiling unless FCS programs begin pulling the trigger after the 2026 season. The size and early recruiting attention make him an easy Top 100 selection. Maintaining this ranking would still be a major accomplishment. Davis-Orr enters the offensive line rankings with plenty already working in his favor.     67. The La Salle product already holds an offer from UConn, providing early validation of the evaluation. At 6'0, 280 pounds, Mitchell also brings a wrestling background that should appeal to college programs. He currently ranks among the Top 5 defensive linemen in Pennsylvania's 2028 class. In my opinion, there is Power Four potential here, though he will need continued development and recruiting momentum to reach that level. FCS programs could become heavily involved if additional offers do not arrive soon. This ranking reflects belief in both the player and the upside. Mitchell looks capable of maintaining his position among the state's best defensive linemen.     66. At 6'2, 180 pounds, he is also a two-time national qualifier in track and owns an 11.07 100-meter time. This is another recruiting win for us after projecting Division I potential before the offer came. In my opinion, the combination of size and track success should attract additional attention from higher-level programs. Williams remains one of the more intriguing EDGE/OLB projections in the class. Recruiting feels like it is still trending upward. A strong junior season could place him well inside the Top 50 conversation.     65. Douglas Thompson   Previously ranked No. 67 out of 200 prospects, Douglas Thompson actually climbs to No. 65 despite the rankings expanding by 300 additional players. The Imhotep product holds offers from Morgan State, UMass, Akron, and Howard, giving him one of the stronger recruiting resumes among linebackers in the class. At 6'1, 205 pounds, Thompson currently ranks as the No. 3 linebacker in Pennsylvania's 2028 class. Maintaining and improving his ranking under these circumstances is a major accomplishment. In my opinion, programs such as Pitt and Maryland should be paying close attention moving forward. Thompson has already proven he belongs in the upper tier of linebackers statewide. The recruiting profile continues to improve. A jump into even higher territory remains very realistic.     64. [player_tooltip player_id='1983452' first='Kymarr' last='Freeman']   Previously unranked and without a profile, [player_tooltip player_id='1983452' first='Kymarr' last='Freeman'] debuts at No. 64 after a deep evaluation into Western Pennsylvania prospects. At 5'9, 195 pounds with a 265-pound bench press, Freeman already holds offers from UT Martin and Kent State. He currently ranks as the No. 9 running back in Pennsylvania's 2028 class. Coaches clearly have no issue extending offers despite his size, and I agree with that assessment. In my opinion, Freeman's long-term range likely falls somewhere between 50 and 100 overall in the state rankings. Maintaining FBS-level status will be the key moving forward. This debut ranking reflects both current recruiting success and future potential. Freeman earned his place among the state's best backs.     63. Cox was unoffered when he first debuted, making his subsequent Kent State offer another recruiting evaluation win. At 6'2, 185 pounds with a 3.5 GPA, Cox also brings a basketball background that first helped put him on the radar. The offer validates the FBS grade that was assigned long before recruiting caught up. In my opinion, Cox remains one of the stronger breakout candidates in this range. A productive junior season could easily push him into the Top 30 discussion. The ceiling remains high if he proves it on Friday nights. This ranking leaves plenty of room for future movement.     62. Offers from UIW, Miami (OH), and especially Maryland stand out immediately when evaluating his profile. In my opinion, this is a Power Four-caliber prospect who may actually be ranked too low. Christmas currently ranks among the Top 5 defensive linemen in Pennsylvania's 2028 class. The biggest issue here is not the player but rather my lack of firsthand exposure compared to others around him. Recruiting traction suggests college coaches already see what I see in the projection. This feels like one of the more likely rankings to be adjusted upward in future updates. Christmas has every opportunity to finish much higher than No. 62.     61. [player_tooltip player_id='1609815' first='Kaden' last='Vilgrain']   Previously on our watch list, [player_tooltip player_id='1609815' first='Kaden' last='Vilgrain'] makes a major jump into the rankings at No. 61 overall. At 6'3, 220 pounds with a 3.7 GPA, Vilgrain has already turned heads after a strong camp showing. I personally spoke with Temple's staff about him before Temple eventually extended an offer. He has also recently visited Penn State and Rutgers, showing that bigger programs are paying attention. In my opinion, Temple is only the beginning of what could become a very active recruitment. This debut ranking reflects belief in both the current player and future projection. I will get another look at him this fall, which should provide even more clarity. Vilgrain enters the rankings with a chance to break through another tier entirely.
