2028 Rising Stars: Prospects Ranked 21-25

<h2 class="wp-block-heading">In this installment of our Rising Stars series, we spotlight prospects ranked 21-25 in the 2028 class. Standout athletes with early talent, upside, and the tools to make a name for themselves in the years to come.</h2>    Fields moves up from the watchlist and into the rankings at #21 overall and the #5 DB in the 2028 class. 6'2” 175 lbs. he's a fluid athlete with the ability to impact the game in all three phases and the physical tools to thrive at the major D1 level. Hard burst and quick accelerator with true top end speed, allowing him to cover ground quickly at DB and create big play opportunities as a receiver. His ability to get vertical on both sides of the ball stands out. In coverage, he plays with great field awareness and vision staying in phase, maintaining leverage, and reading routes with advanced anticipation. He closes quickly and times out his breaks well showing strong instincts and reaction skills. Plus ball skills with the ability to judge/track deep throws, high point the football, and make plays outside his frame. Already holds four D1 offers from Arizona, UTEP, Colorado State, and NAU and will be a double digit offer prospect before long.      At 6'5” 210 lbs. Taueli is an impressive young DE with a rare physical skillset and a violent play style. As a freshman, he already stands out for his length, frame, and disruptive presence off the edge. He's quick in the short area showing good twitch off the line and the ability to redirect with suddenness. Is a matchup problem for opposing linemen with his ability to beat blocks with speed or power. He plays with heavy hands, a relentless motor, and a physical edge that shows up in how he finishes through contact. He overwhelms opponents at the POA and is already showing advanced pass rush instincts/moves for his age. He's able to contain the edge with his athleticism or collapse the pocket as a pass rusher. Holds two offers from Arizona and NAU but is a high ceiling prospect whose recruitment will explode as he progresses and gains exposure. Ranked #22 overall and is at #4 among 2028 DL prospects.      Ferrari moves up from the watchlist slotting in at #23 overall and is the fourth ranked WR. He's an electric playmaker with elite speed for a rising sophomore and natural receiving instincts. At 5'11” 165 lbs. he's a lean, explosive athlete with verified track speed posting personal best of 10.91 in the 100m and 22.58 in the 200m. That straight line speed translates effortless to the field, where he's a constant threat to take the top off a defense or turn short passes into explosive gains. Consistently creates separation with a quick first step, a strong vertical stem, and sudden acceleration out of his breaks. His route tempo keeps defenders off balance, and he shows the footwork and burst to win early in the rep. Strong ball skills as a pass catch plucking the ball cleanly with confident hands and showing excellent body control to adjust to off-target throws and make plays through contact in traffic. After the catch, he's dangerous in space combining elusiveness with rare burst to outrun pursuit angles. Already holding an early offer from Sacramento State, he enters his sophomore year as one of the more intriguing WR prospects in his class.      At 6'5” 215 lbs. Silver is a prototypical QB prospect who checks all the boxes physically and athletically. With elite size, functional mobility, and a strong command of the position, he brings great tools that will easily transition to the major D1 level. He possesses plus arm strength, capable of driving the ball to all areas of the field with velocity and zip. Whether making timing throws to the perimeter, layering the ball over second level defenders, or launching vertical shots, he delivers with confidence and consistent mechanics. Moves extremely well at his size showing the athleticism to extend plays outside the pocket, evade pressure, and move the chains with his legs when needed. His ability to process reads, maintain pocket awareness, and deliver accurate throws on the move makes him a true-dual threat in modern offensive systems. Picked up his initial college offer from NAU after a strong camp performance in June but expect his recruitment to skyrocket as he's able to showcase his skillset.     Sculley is a high upside rising sophomore QB with an advanced skillset for his age. At 6'3” 180 lbs. he has a long, athletic frame that helps generate natural velocity combined with his clean mechanics/footwork. Effortless deliver and quick release allow him to throw with both zip and touch whether driving the ball into tight windows or dropping it over coverage downfield. Technically sound in the pocket, Sculley shows calm, balanced footwork and delivers from a stable platform, boosting his timing and accuracy. High football IQ, he reads coverages well, makes quick, smart decision, and works through progressions with confidence and pace. With his first offer from Southern Miss already in hand, Sculley is a name to watch as he continues to gain varsity experience and develop into one of the signal callers in the state.
