<p>The 2028 West Virginia rankings have made their long-awaited debut as an up-and-coming rising sophomore class begins to make their names known. This class has the potential to be one of the most talented groups of prospects in recent memory in the state, given what they have shown so far, with many more expected to emerge in the years to come. Here are the 31-40 ranked 2028 prospects at this point in their young careers in our eyes.</p>

<p class="text-gray-700">No game film to evaluate yet from 2028 University OL [player_tooltip player_id='1624405' first='Luke' last='Padula'], but he impressed us in person at a camp earlier this year. He'll be a top offensive line prospect in this class, who many may not know yet but will sooner rather than later. Without film or a social media presence, Padula will fly under the radar until he does, but from seeing him live, you can take our word that he's going to be a serious prospect in this class. Padula has the early size and physicality to develop consistently over the next three years and was a varsity starter for the Hawks as a freshman. </p>

<p class="text-gray-700">A 2028 defensive line prospect with a lot of upside is Woodrow Wilson's [player_tooltip player_id='1624427' first='Levi' last='Picha']. He also has potential as a tight end prospect, given his 6'4 200 frame, but has the length and athleticism to develop into a future star at defensive end. As he continues to fill out said frame, expect Picha to emerge as a varsity standout, potentially as soon as this season. Picha's long wingspan proved to be an issue on the Eagles' younger squad for opposing offensive tackles, as he's able to shut down one side of the line of scrimmage as a run stopper with the athleticism to harass the quarterback as well. </p>

<p class="text-gray-700">2028 South Charleston EDGE [player_tooltip player_id='1700973' first='Miles' last='Terry'] flashed a lot of potential as a freshman for the Black Eagles last season. He should develop nicely over the next three years with former head coach Donnie Mays returning to the program to lead them once again. Terry has the early size and athleticism to become a future high-level EDGE prospect and will be a factor on offense at TE as well. If Terry realizes his potential, he'll likely shoot up the rankings in the future. </p>

<p class="text-gray-700">We're still waiting on 2028 Herbert Hoover WR [player_tooltip player_id='1221550' first='Lance' last='Williams Jr'] to produce more game film, but expect him to begin to emerge as a sophomore for the Huskies this season. He's been a standout on the 7-on-7 circuit this summer, and we're anxious to see how it translates to Friday nights beginning this fall. Williams Jr has displayed impressive route-running ability this summer during 7-on-7, with the speed and quickness to create consistent separation. As his body develops and matures further, he should be able to become a top receiver prospect in this class once he proves it on Friday nights.</p>

<p class="text-gray-700">Another high upside receiver prospect in the 2028 class is University's [player_tooltip player_id='1545676' first='Branden' last='Custer']. We liked his film from his freshman season on the Hawks' younger squad, but Custer impressed us further at a camp earlier this year. He made a wow play during that camp that caught our attention and helped place him as one of the top early WR prospects in the rankings. Custer will demand touches this season on varsity among a loaded skill group, but expect him to really emerge during his junior and senior years. He's a natural pass catcher who has juice after the catch as well and should develop into a future playmaker on Friday nights. </p>

<p class="text-gray-700">Martinsburg appears to have a loaded 2028 class to continue their historic run of success, and that continues with LB [player_tooltip player_id='1624380' first='Kemar' last='Green']. He has the athleticism to be utilized at other positions, too, but his upside at linebacker is high with the early size and athletic ability he's shown early on. Green can develop into a future high-level pass rusher as he learns the technique of OLB/EDGE. He's a ball of clay who can be molded into a future varsity star with the physical traits that he's flashed early on. </p>

<p class="text-gray-700">2028 Woodrow Wilson OL [player_tooltip player_id='1660620' first='Dylan' last='Via'] impressed us in person every time we saw him at camps this summer. He'll be a varsity starter sooner rather than later for the Eagles with the early ability he's shown heading into his sophomore year. Via has good feet for his age with quality size that will allow him to play tackle in high school. He has developed his technique well for his age and is putting in the work this off-season to quickly develop into a prospect to watch closely in this class. </p>

<p class="text-gray-700">2028 Princeton DL [player_tooltip player_id='1692169' first='Colby' last='Justus'] was a pleasant surprise at the Concord Prospect Camp earlier this summer and debuts as the #4 defensive lineman in the class. He wasn't on our radar before that camp, but he quickly caught our attention among a talented linemen group during 1-on-1s. Justus has the size and athleticism to develop into a future varsity standout and should see some reps there as a sophomore. There isn't any game film to evaluate yet of Justus, but from seeing him in person, he'll emerge sooner rather than later on Friday nights. </p>

<p class="text-gray-700">Another 2028 big man prospect who wasn't on our radar before seeing him in person at a camp this summer was St. Albans OL/DL [player_tooltip player_id='1624426' first='Devon' last='Green']. He was a freshman starter for the Red Dragons in 2024, and after seeing him live, you could easily see why his coaches are so high on him. Green is a physically imposing young lineman who has impressive physical strength and power for his age. He may be one of, if not the strongest, athletes in the 2028 class at this stage, and it shows in his play on the field. Once he produces game film, expect Green to begin to garner college attention. </p>

<p class="text-gray-700">Point Pleasant has a talented young receiver to utilize over the next three years and flashed a lot of potential as a freshman last season. He's someone who can climb the rankings in the future once he produces more on Friday nights, which he showed glimpses of as a freshman. Waminan has the athletic traits to develop into a dynamic playmaker in time, which you should begin to see during his sophomore season. </p>
