Narrowly missed placing inside the top 30 at his position, the top 15 is reserved for QBs who received Division One grades out of me. I wouldn’t be surprised to see an FCS school PWO this young man, a leader with good grades, a kid who has produced in the Public League, which is tough to do, especially at two different programs. Worked this Lincoln offense to a tee. 2,600+ passing yards, 30+ TDs, 68% completion percentage, call me biased, but this isn’t easy to do in the Philly Public League. Smalley had weapons at his disposal, as well as a staff that constructed this offense with the intention of getting their playmakers in the open field. Smalley distributed accordingly, all while flashing promise with his legs as well as his arm to launch balls 40+ yards. Smalley is likely a lock for local D3s, I’m sure D2s will do their due diligence with the senior quarterback. Hoping he sees some love sooner rather than later.

First time seeing Smalley, a kid I’ve been fond of for some time, now at Lincoln HS with several weapons at his disposal. Roling Davis Roling Davis ATH State PA scored on three different occasions in this one, yet I just couldn’t ignore the performance put on by the young man behind center. A delegator and distributor, command of the huddle and complete understanding of the offense. Pre-snap communication showed me this kid attempts to position his offensive weapons in beneficial situations. Vocal, aware, I know plenty of gifted QBs who can’t run a huddle, Smalley gives you both. I knew of his abilities as a runner, had the chance to see it up close and personal and came away impressed. Had the chance to see Smalley throw some balls deep, I know he can handle the LOS-15yard areas of the field, he looked confident attacking deeper parts of the field while I was in attendance. His production on the day will stand out, yet I’m more pleased with the way he carried himself.

Former Palumbo kid I was fond of finding last Summer. Now at Lincoln, you can find his mid-season tape not on Hudl, but on YouTube. Arm talent makes every Lincoln weapon potentially open downfield, a secondary will have to honor his arm. Works in a spread system, his footwork out of gun is suitable at this level, not asked to drop back much in a traditional set. Love his decision-making, especially when it comes to targeting vertical shots down the sideline. A quick flick gives his wideouts a catchable ball downfield. Operates in zone-read sets where he is a clear threat to tuck and run. Looks slightly in better shape as opposed to last year. Run for firsts or big chunks. Smalley has opened up the playbook for the Lincoln coaching staff. Want to see him work in person before the season ends.

in the house. Has a Youtube video with updated film posted back in November. Big shoes to fill as Khani Knight was one of the best QB/ATHs the entire Pub had to offer. Smalley’s a good distributor, one willing to create passing lanes and rushing yards with his legs. A solid season this Fall will have Smalley back into the top 300-400 area.

out of the Academy of Palumbo is still without an offer to his name. Hardly a time to press the issue, as the young man still has some offseason left to improve his stock with local coaches. Even if he doesn’t, his senior campaign will likely make or break his stock moving forward. Good thing is, the kid has tools to impress potential suitors. I’m interested in seeing how high his ceiling could be in terms of rank. I’ll more than likely see him at a Pub game this coming Fall.
