Here's what we recently said about Riley in our 2028 Rankings Update: The Generational QB Class article:

"Moving on to our developmental quarterback prospects in the 2028 class who showed potential and upside in the first two years of their high school careers, beginning with South Charleston's [player_tooltip player_id='1624345' first='Ceno' last='Riley']. He was thrown into the fire as a freshman and took a step forward in his sophomore year after a great learning experience in year one. As Riley continues to add size, his ceiling and game will level up even further, but the early potential as a dual-threat QB is there."

2028 Woodrow Wilson OL [player_tooltip player_id='1639981' first='Ben' last='Fitzwater'] was a varsity starter as a sophomore for the Flying Eagles this season and is progressing well since we first saw him in person as a freshman. He's someone who we've evaluated several times at various camps and have seen firsthand his strengths and needed improvements as a player. If Fitzwater can further develop his quickness, footwork, and overall athleticism by his senior year, he'll see himself much higher in the rankings.

[player_tooltip player_id='1624330' first='Breck' last='Allen'] stepped in as the starting quarterback for Williamstown this season as a sophomore and did a nice job commanding their offense in a rebuilding year for their standards. He has a bright future for the Yellowjackets as a versatile athlete who may project better as an ATH than a QB right now. As Allen further develops physically, expect him to level up his game even further and garner more attention.

Tyler Consolidated's [player_tooltip player_id='2104074' first='Cam' last='Strode'] is an intriguing TE prospect in our eyes with a good frame and basketball background to know. He comes from an athletic family as a multi-sport athlete who has a bright future as a football prospect if he puts in the needed work over the next two years. Strode will need to add considerable size to play TE at the nextlevel, but you can see his potential when you turn on his tape as a prospect who's worth keeping tabs on moving forward.

Linsly has several promising prospects in their 2028 class, with the next to know being WR/DB [player_tooltip player_id='1673179' first='Skyler' last='Hunter']. We liked what we saw from his defensive back film, with upside as a receiver as well. Hunter is a rangy athlete on the back end at safety, but doesn't shy away from coming downhill to defend a run or underneath route as well. He does a nice job of playing in space and can play man in the slot, which speaks to his athleticism.

The Sissonville Indians had a nice bounce-back season in 2025 and have a promising young offensive lineman to know in [player_tooltip player_id='1624419' first='Sam' last='Dyer']. He saw varsity action as a freshman and took a step forward in his sophomore year that led him to be ranked as a Top 20 OL in the 2028 class. Dyer has a good guard frame and plays tackle in high school, which will help develop his footwork. He's a strong athlete for his age and gets consistent push in run blocking.

[player_tooltip player_id='1624374' first='Tiler' last='Clemons'] was an intriguing athlete when we first found him on his freshman team tape, and he took a step forward in his sophomore year. Physical development was his most important area to focus on as a long and lanky athlete, and he made progress there in year two. Clemons saw varsity action this season and should be a full-time starter as a junior for John Marshall, especially if he can put on even more size over the off-season.

Another young receiver who should see more varsity action moving forward as a promising player is 2028 George Washington WR [player_tooltip player_id='1588840' first='Henry' last='Davis']. He has some twitchy route-running potential based on his limited varsity reps as a sophomore, with the quickness and agility to develop into a future technician in that area.
It was a rough season for the St. Albans Red Dragons, but 2028 WR/ATH [player_tooltip player_id='1680217' first='Chance' last='Campbell'] was a bright spot.
You can plug 2028 Winfield ATH [player_tooltip player_id='1624337' first='Brodee' last='Belcher'] into nearly every skill position, and he'll be able to execute his role. Belcher is an unselfish player who will play anywhere he's needed and has the size and athleticism to perform well at any of them. His role should increase over the next two years, but keep an eye on Belcher as a promising and versatile young player.
