‘s arm talent and ball placement jump off the screen the moment you turn on the film. He’s a quarterback who can challenge every blade of grass, confidently fitting passes into tight windows and driving the football to all levels of the field. What stands out most is how effortlessly he flips his hips and generates velocity across the field, maintaining accuracy even on difficult, off-platform throws that most quarterbacks simply can’t make.
Spencer backed up the film with elite production this season, finishing second in the state with 2,892 passing yards and 26 passing touchdowns. He’s far more than a stationary pocket passer, either. When pressure closes in, Spencer shows the athleticism to escape, extend plays, and punish defenses with his legs, adding five rushing touchdowns to his stat line. His ability to create without sacrificing downfield vision makes him especially dangerous, as defenses are forced to account for both his arm and his mobility.
With high-end arm strength, advanced ball placement, and the athleticism to keep plays alive, Spencer profiles as a modern quarterback who can elevate an offense. His production and film both point to a passer who has a high ceiling and is one of the most intriguing young quarterback prospects in the state.

Spencer has more than lived up to his No. 1 ranking. He’s completed 206-of-346 passes for 2,988 yards, 25 touchdowns, and 12 interceptions. Spencer has also rushed for 304 yards and four touchdowns. The lefty isn’t scared to throw the ball in tight spaces, which shows how confident he is in his arm talent. I love the fact that he’s not afraid to push the ball downfield. Expect Spencer to throw the football 20-plus times in this game.

has emerged as the top passer in Maryland’s class of 2028, separating himself from the competition with 2,690 passing yards and 24 touchdowns on the season. Spencer’s consistency has been remarkable, he’s thrown at least two touchdown passes in every game but two, showcasing his reliability and efficiency as a young signal-caller.
Spencer stands out for his deep-ball accuracy and ability to give his playmakers chances to stretch the field and create explosive plays. In the pocket, he displays impressive poise and spatial awareness, stepping up under pressure to deliver clean, on-time throws rather than drifting outside.
With his combination of arm talent, confidence, and command of the offense, Spencer is quickly establishing himself as one of the most polished and promising quarterbacks in the 2028 class, a player to watch closely as his development continues.

plays with a calm confidence rarely seen at his age. Under pressure, he shows advanced pocket awareness, slipping free with quick bursts of speed before resetting his feet and keeping his eyes downfield. On the perimeter, Spencer is a true dual-threat, capable of gashing defenses with his legs or delivering accurate strikes on the move.
From the pocket, he flashes a quick, compact release, getting the ball out before the rush can collapse around him. That combination of mobility, decision-making, and arm talent has already earned Spencer his first Division I offer from home-state Morgan State University, setting the stage for a recruiting rise in the years to come.

Carlos is a QB who looked every bit the part out there during the 7v7 and I can not wait to see him in action this fall. He’s got the arm to make all the throws and can push it down the field with a pretty deep ball that gets up & down nicely. Carlos can throw with nice zip or put touch when needed to drop it in a bucket to his WR. Game after game during the 7v7 Carlos was dotting it up to his receivers and hitting them in stride for big plays. He displayed nice accuracy and timing with his throws, and knows how to put it in the right spot for his WRs. As my #1 QB in the 2028 class, I expect that to continue for Carlos and for him to show that on the field in the 2025 season.

Carlos is a player I’ve seen since he was in 8th grade, watched him develop and am confident in saying he is the #1 QB in his class at this stage. He is set to take over the reins at Loyola as the starter going forward after getting some varsity snaps last fall.
Carlos is coming into his own body wise, growing a few inches since this time last year. You see his frame developing with wide shoulders, long arms and the muscle/strength coming on. He plays with a great understanding of the offense, able to read the field well and holds a high football IQ. Also displays nice footwork mechanics, keeping his feet under him for a strong base and stepping into his throws. His arm strength is continuing to improve as well, he gets nice zip and velocity on this throws and the his ability to push the ball vertically is improving by the months as he is just naturally getting stronger and stronger. Carlos is no statue in the pocket either. He has great awareness & mobility back there able to avoid the rush, extend the play and throws well on the run. I look forward to seeing Carlos have a full season at Loyola this fall and expect big things from him.

The Pennsylvania PRZ Next Rising Prospect Camp was the second time I saw Spencer play live, in as many weeks. The Maryland prospect, who is only in the seventh grade, is positioning himself to be looked at one of the top 2028 prospects in the DMV. The Southpaw throws the ball with some serious zip on the short and intermediate routes and can hit the long ball too. On a handful of reps I watched of him, I did notice his passes can take off a bit and several were delivered high. However, most were still catchable. As he continues to work through another year of pre-high school ball, he’s only going to keep getting better.
