Morsillo. A City-League player of the year finalist last Fall, Morsillo is still somehow un-offered at this current point in time, this coming after a 33-score junior tape littered with college-level throws and runs. Morsillo is already racking up yards and production this Fall, recently accounting for just under 350 yards and four scores in a win over Steelton-Highspire.
Our rank lands Morsillo as a High-End FCS level player, with full potential to land a G5 offer. I’m confident his senior tape will replicate his junior-year production.
Status: Un-OfferedrnThis one is a huge head-scratcher. So strange that I’m convinced Miller just hasn’t announced his collegiate suitors. He and Morsillo stand as the only top 100 prospects to yet announce or receive an offer. This kid should be squarely on the radars of the Temples, Toledos, and Miami of Ohios of the world. I won’t put a ceiling on this kid, he can be as good as he wants to be. Miller has the size and grades to meet the offer thresholds. Miller has the tape too, someone needs to call this young man and pull the trigger.
Status: Un-OfferedrnFrom a pure prospect perspective, you can argue that Colin Schumm Colin Schumm 6’4″ | 215 lbs | QB William Penn Charter | 2023 State PA is as good as any senior quarterback on this list, possibly even regardless of position. The size is more than desirable. Schumm has experience on both sides of the ball. Schumm can make throws at all levels of the field. The best part about Schumm, I think he hasn’t even unlocked his full potential. This young man is moldable, he’s got an FCS-floor grade out of me.
Status: Un-OfferedrnCoaches at the DII and FCS level should be calling based on Joey McMahon Joey McMahon 6’7″ | 280 lbs | OL St. Joseph’s Prep | 2023 State PA ‘s enormous size frame alone. Don’t get it twisted, this kid isn’t just a power forward in pads, McMahon has some seasoned tech under his belt. The senior already has a nine-minute tape up on Hudl to showcase how far he’s come along this offseason. Every linemen prospect in the nation has room to improve in pass protection, as does McMahon. Still, color me surprised that McMahon has yet to be offered by an FCS or D2 program thus far.
Status: Un-OfferedrnI will continue to write about this kid until a program pulls the trigger. I would have done so over many TE/LB hybrid prospects, simply based on the fact that not many out there are better than Madden Locke Madden Locke 6’1″ | 205 lbs | LB Bloomsburg Area | 2023 State PA . This past weekend saw Locke secure 19 tackles, one fumble recovery for a touchdown, 5 receptions for a score to boot. Yes, this was all production from one single game. Elite player.
Status: Un-OfferedrnI feel like we don’t show Ezeekai Thomas Ezeekai Thomas 5’11” | 185 lbs | ATH Carlisle | 2023 State PA enough love on the site. Despite Thomas’s lack of offers, we still rank him as a top 200 prospect in Pennsylvania. There aren’t too many prospects who can say they do more than Thomas does on Friday nights. His tape shows quality production from OLB, DB, RB, WR, or QB. Although his size might be factored into the equation, it isn’t nearly enough of a hamper to deter collegiate coaching staffs from sending a letter. Thomas is picking up where he left off last year, flashing and making plays everywhere, all the while looking a tad bit in better shape.

Status: Un-OfferedrnYou won’t find a bigger Razan Parker Razan Parker 5’11” | 210 lbs | ATH South Philadelphia | 2023 State PA fan than me, you can bet that. Here’s the thing, I always knew of Parker’s multi-faceted game that includes quality reps on both sides of the ball. Versatility has always been his calling card. What Parker has put forth in his senior season is different. This isn’t just a linebacker or defensive back with capabilities on offense, Parker is looking like a legitimate play-maker with the ball in his hands. Before this new tape, Parker dominated our camps, worked his tail off, and still ranked as a D1 prospect despite his lack of offers. Parker is putting pen to paper and leaving his mark week in and week out. He’s on his way to being one of the best players in the Public League. Happy for him, we need to see colleges knock on the door sooner rather than later.

Status: Un-OfferedrnLast but certainly not least is Hamburg’s, Xander Menapace Xander Menapace 6’4″ | 195 lbs | QB Hamburg | 2023 State PA . Menapace fits the FCS prototype and mold to a tee. There must be something I don’t know about the young man because I have seen him throw the ball at a high level from my computer seat, as well as in person. Again, the kid fits the mold physically. Menapace has a pre-throw skillset/package that can be easily tuned up at the next level. Things are tough for 2023 quarterbacks, yet Menapace’s resume and tape show he’s capable of D1 football. Excited for him to prove it.
