While he isn’t a burner and is more of a linear route runner, he has enough speed to stretch the field vertically and be a threat with the ball in his hands. Quarter has a 6-foot-2, 170-pound frame and holds one Division I offer so far, but expect his stock to rise after college camps.

Quartey was a part of a scheme switch in the Hartley system in 2025. In 2025, we were more of a traditional WR, which helped from a talent evaluation. He’s lengthy and has excellent athleticism. My question is: where is his fluidity and short-intermediate route running stacked against a talented 2028 class?

Quartey is someone who intrigues me a lot as a prospect. He is very shifty as a runner and can get in and out of holes quickly. He is used as a gadget-like player in the way he can attack on screens and sweeps, but he can also win down the field with speed and physicality. With Bishop Hartley undergoing a staff change and possible offensive shift to a more passing offense, I wonder how they utilize Quartey and how he will develop.

I noticed Quartey – the 6-foot-2, 170-pound defensive back and receiver – during his team’s annual college workout last spring. Quartey wow’d college coaches with his soft hands and strong frame. He has plenty of upside, especially if he develops some speed.
