Kelly is an underrated, productive small-school receiver who has flown under the radar. I watched Kelly this past fall right in the middle of his breakout season, and a second watch still grasps my attention. He is on the smaller side, but this dude can move and tap into different gears while doing so. He is deceptive, loose, and bouncy, so separation can be created both before and after the catch. At the very least, FCS schools need to check in here.
