Hartley checks into our rankings this time around after coming off a solid junior season for Oakland. He will be one of the top returning players across the OAL this Fall and offers great length at the safety position at the next level. He is a long and rangy prospect with closing speed, covers a ton of ground in the open field and packs a punch at the point of attack when coming up in run support. He shows natural ball skills, a quick trigger on the perimeter and is fluid in transition downfield while offering some good upside in college due to his length and frame.
