Jackson lands 10-20 spots ahead of several players who already hold Division I offers, which speaks volumes about how highly I think of his upside. I am willing to bet on this prospect, and that belief is the reason he debuts this high. In my opinion, Jackson carries an FBS ceiling and could see his recruitment change quickly with a strong junior season. His tape will be the biggest factor in proving that projection to future college coaches. The current ranking reflects belief in the long-term potential rather than recruiting traction. If the recruiting world catches up, Jackson has a legitimate chance to climb well beyond No. 80.     79. At 6'2, 250 pounds, he remains the No. 7 defensive lineman in Pennsylvania's 2028 class. LaGore currently holds an offer from Kent State and recently attended a Maryland camp, making him one of the more intriguing recruiting evaluations in this range. Programs such as Akron, Buffalo, and Temple should all have reason to monitor him closely moving forward. In my opinion, Power Four attention is the only thing separating him from moving substantially higher in future updates. The overall evaluation has remained stable despite the numerical drop in ranking. This ranking reflects where he currently stands within an increasingly deep class. Continued recruiting traction could easily push him back toward the upper portion of the rankings.     78. [player_tooltip player_id='1647841' first='Amiere' last='Russell']   Previously ranked No. 66 out of 200 prospects, [player_tooltip player_id='1647841' first='Amiere' last='Russell'] drops slightly to No. 78 while remaining one of the highest-ranked unoffered players in the entire class. At 6'2, 190 pounds, Russell enters as the first defensive back ranked inside the Top 10 at his position. The lack of offers is surprising considering he sits ahead of several players already carrying FBS opportunities. I have seen Russell live multiple times both in-season and during the offseason, and I remain willing to bet on the long-term projection. In my opinion, safety is his future position and one that should eventually attract Division I attention. The ranking reflects belief in both the athlete and the developmental upside. Recruiting simply has not caught up to the evaluation yet. If that changes, Russell has every chance to move much higher than No. 78.     77. At 6'2, 188 pounds with a 3.0 GPA, he currently ranks as the No. 6 linebacker in Pennsylvania's 2028 class. Hawkins recently picked up offers from Navy and Miami (OH), validating an evaluation we made before recruiting traction arrived. He was already firmly inside the Top 100 before either school extended an offer. In my opinion, this is one of our better early evaluations from the 2028 cycle. The recruiting world is beginning to catch up to what we saw months ago. Hawkins remains a strong Division I prospect with room to continue rising. If additional offers arrive, Top 50 conversations become very realistic.     76. [player_tooltip player_id='1158935' first='Damian' last='Greer']   Previously ranked No. 61 out of 200 prospects, [player_tooltip player_id='1158935' first='Damian' last='Greer'] now checks in at No. 76 despite maintaining a very strong overall grade. At 5'11, 175 pounds, Greer remains one of the highest-ranked two-way athletes in Pennsylvania's 2028 class. His 10.67 100-meter time guarantees college coaches will continue paying attention regardless of current recruiting status. I like his future at defensive back and believe his recruiting floor sits comfortably at the FCS level. Greer has repeatedly validated his ranking through strong performances at PRZ showcase events. This ranking should be viewed as a compliment rather than a drop given the expanded player pool. Coaches love verified speed, and Greer has plenty of it. Continued recruiting traction could easily keep him among the state's elite athletes moving forward.     75. [player_tooltip player_id='432231' first='Logan' last='Dairsow']   Previously ranked No. 56 out of 200 prospects, [player_tooltip player_id='432231' first='Logan' last='Dairsow'] now sits at No. 75 while maintaining essentially the same overall grade. At 5'11 and a well-built 200 pounds, he is one spot away from being named a Top 10 running back in Pennsylvania's 2028 class. Dairsow remains unoffered, but this ranking is a projection based on what I believe he can become at St. Joseph's Prep. I know the program, I know the development track, and I believe he has Division I running back potential. This is one of the more projection-heavy evaluations in the rankings. The ranking reflects belief in what comes next rather than what has already happened. Dairsow now has an opportunity to prove that belief correct this fall. If he earns the role I expect, No. 75 will likely be viewed as too low.     74. At 6'2, 205 pounds with a 4.0 GPA, the basketball player currently ranks among the Top 5 linebackers in the state. Recruiting traction will need to increase if he wants to maintain this standing over time. I remain willing to bet on the long-term projection because the overall profile checks a lot of important boxes. Stinnett has positional flexibility and could eventually be recruited at linebacker, EDGE, or tight end. The ranking reflects both upside and remaining questions about recruiting momentum. More attention from college coaches would go a long way toward validating the projection. For now, he remains firmly inside Pennsylvania's upper tier of linebackers.     73. [player_tooltip player_id='2232602' first='Cody' last='Yacamelli']   Previously unranked and without a profile, [player_tooltip player_id='2232602' first='Cody' last='Yacamelli'] debuts all the way up at No. 73 after quickly becoming one of the more impressive discoveries in the class. At 6'2, 195 pounds, he already holds offers from Austin Peay, Akron, Miami (OH), and Dartmouth. The Dartmouth offer says plenty about both the football player and the student behind the ranking. Yacamelli currently ranks as the No. 9 defensive back in Pennsylvania's 2028 class. This is one of the stronger recruiting resumes among players making their Top 100 debut. I like his future at defensive back, though other positional options remain available. The combination of size, recruiting traction, and upside made this ranking easy to justify. A debut at No. 73 suggests there is still room for future movement.     72. [player_tooltip player_id='2232562' first='Makai' last='Daniels']   Previously unranked and without a profile, [player_tooltip player_id='2232562' first='Makai' last='Daniels'] debuts at No. 72 and immediately becomes one of the highest-ranked linebackers in Pennsylvania's 2028 class. At 5'11, 210 pounds, Daniels currently sits as the No. 4 linebacker in the state. The biggest surprise surrounding this evaluation is the fact that he remains unoffered. Daniels has actively attended events and continued working to increase exposure despite the lack of recruiting traction. In my opinion, this was one of the easiest evaluations completed during the rankings process. The ranking reflects belief in both the player and the long-term projection. It feels more like a matter of when offers arrive rather than if. Debuting this high without recruiting momentum is a major compliment to Daniels and his future.     71. [player_tooltip player_id='1369510' first='Jermaine' last='Callwood']   Previously on our watch list, [player_tooltip player_id='1369510' first='Jermaine' last='Callwood'] makes a massive jump all the way to No. 71 overall and immediately establishes himself among the better wide receiver prospects in Pennsylvania's 2028 class. At 6'1, 170 pounds and only 16 years old, he already holds an offer from UConn. Callwood currently ranks as the No. 12 wide receiver in the state, though I believe he has room to climb much higher. In my opinion, this is a Power Four-caliber talent that has not yet received Power Four-level recruiting attention. The move from the watch list directly into the Top 75 is a major statement on our part. This ranking reflects belief in both the current player and future projection. The ceiling remains significantly higher than No. 71. If development continues, Callwood could see a meteoric rise over the next year.
