Miller played well for a surprisingly-improved El Toro team in the spring and he has a lot of his offensive weapons returning this fall. Played well in a win against La Mirada and a loss against Capo Valley. He needs to improve on his accuracy but he has the potential to lead El Toro to a playoff appearance.

14. Jack Ruff, St. Margaret’s
Maybe the most inexperienced quarterback on this list with only three varsity starts, but he has the tools to be successful. He is 6-foot-4, has a smooth throwing motion and great rapport with his receivers. St. Margaret’s coaching staff trusts him and built the offense around him. He has an offer from Georgetown.

13. Jack Keays, El Modena
Dual threat guy who can make big plays with his legs. He led El Modena to the finals of the Huntington Beach passing tournament. He has a good sense of when to put some extra velocity on the ball and when to throw a touch pass. El Modena is in the very tough Crest View League but having a quarterback like Keays makes them a tough team to beat.

12. Brody Jones, Foothill
Transferred into Foothill from Crean Lutheran and got some playing time in the spring. He is the lone starter now for the Knights and will get to showcase his skills as a starter at a higher level than his previous school. He has some tall and skilled receivers to throw to and could have a huge senior year. He is a 6-foot-3 quarterback with a 4.4 GPA but no offers yet.

11. Bo Kelly, Dana Hills
He was one of the leading passers in Orange County during the spring. His top target Omar Black is returning and he has a new head coach who has won a CIF championship. He throws a nice deep ball and is a natural athlete. Performed pretty well at the Elite 11 Regional in the offseason. Kelly will have to have a big season for Dana Hills to win the Pacific Hills League title.
