Overview: A quarterback with prototypical physical tools, Budinger towers over the defense out of the shotgun and stands firm in the pocket. He tends to exploit the defense up the seams and out on the perimeter. He can throw darts through traffic or later the ball on deep routes. The future Monmouth signal caller also uses different angles to get the ball out in the RPO/quick game. He isn’t exactly a statue either. Budinger is decently agile in the pocket and mobile enough that, when he’s outside, he can open up his stride and turn the corner. At the next level, he projects well into a system that uses heavy play-action and a rhythm passing game that allows him to keep the offense on-schedule and push the ball down field.

A play in his highlights, a 50-yard pass down the sideline to a running back in stride, showcases his arm strength. Budinger is not afraid to stretch the field vertically. It’s a lot of RPO action in the offense he runs. Budinger consistently uses ball fakes to move defenders and open throwing windows. While he’s not a true dual-treat, he’s mobile in the pocket and can make off-platform throws. Budinger could work on showing more urgency in the pocket, especially in his setup. I’d need to see more of him throwing intermediate-type routes before entirely judging whether he can make all the throws. His ball handling, play-action execution, patience, and poise in the pocket give him a strong foundation to continue building.

Here we have a new addition out of Delaware who put up some solid stats in 2023. He finished with just over a 50% completion percentage, passed for 1,831 yards and 16 touchdowns. He had over 100 yards passing in every game he played in. Budinger throws an impressive corner route and has an accurate deep ball. Red Lions top 3 receivers are all returning for 2024 and I don’t expect Budinger to do any slowing down.

Next-level throws are littered throughout his tape, with Budinger’s first rep showcasing his ability to hit a nine 50 yards downfield without much body/hip torque and hitch. Budinger is also witnessed effortlessly lofting 30-yard throws downfield before his target breaks open, again displaying for all to see that he’s able to throw with anticipation. Consistent accuracy when attacking out-breaking routes, has a sweet rep on tape putting a ball in perfect stride to a wideout running a corner route to the end zone. Calm and confident in his arm, Budinger can relax in the pocket knowing he has the juice to make any throw necessary at this level. He’s a 2026 so plenty of time for recruiting to pick up, but based on what I’ve cut on, I’d argue Budinger deserves to be ranked a lot higher. A three-level passer with a desirable collegiate-ready build.
