Waters is coming off a impressive off-season where he dominated all competition he faced on the camp circuit, and secured his first offer to Cal in late summer after a MVP performance at their camp. He has been dominating from his outside receiver position so far this pre-season, and erupted against on Friday night for 188 yards and 3 TD’s on only 10 receptions. He has elite downfield speed, a huge catch radius and is a big time playmaker with the ball in his hands.
