Smith is a impressive two-way athlete that can play almost anywhere on the field and is without a next level guy that has been flying under the radar through the first three years of his career. He is a explosive receiver with downfield seperation and speed, natural hands and can make big plays after the catch and has natural hands with tracking skills as well. From his safety position, he is a downhill player that can make tackles in the open field, get behind the line and is a long and rangy player that covers a ton of ground in space. Payne has the frame to continue packing on weight in college and is going to be a very nice high upside get for a college program once his prep career comes to a close.

Payne caught 34 passes for 793 yards with six touchdowns for Western last season and had three interceptions on defense.
I like him best as a receiver who can beat guys with a little stutter step and create separation with his long strides. He’s physical on 50/50 balls with good body control and strong hands. As a defender, he’s versatile and can be a zone safety and play some corner as well. He closes to the ball quickly and and jumps routes frequently because he has a good understanding of route combinations. UNLV, San Diego State, Oregon State, New Mexico, Fresno State and Northern Arizona have offered Payne.
