We released our updated 2028 class rankings on Monday, which included 58 newcomers from the sophomore class, pushing our total ranked players to 281. I looked at some of the numbers driving the update in my Behind the Scenes piece, then looked at three things to know about the class as a whole. Now, it's one of my favorite pieces, the newcomers. Here, we're evaluating every new wide receiver in the rankings.

One of the highest-ranked new additions in the rankings, Milton had a breakout, 30-catch season in 2025. Milton finished out the year with a bang, with far more than half of his 498 yards coming in the final four games of the season. Milton has size, speed, and hands, making it easy to see why he may have plenty of suitors as a college prospect.

Southeast Raleigh's traditionally run-first offense took a major step forward when Bullock got downfield against man coverage. Often, safeties would cheat down, allowing Bullock to get over the top and threaten vertically. That, in turn, would reopen running lanes closer to the line of scrimmage. Bullock isn't the biggest corner, but he's a competitor who isn't afraid to go over the middle of the field.

A two-sport star, Young is averaging almost 15 points per game on the basketball court, a few months after finishing near the top of the state receiving yardage leaderboard. He has good early size and the ability to threaten downfield. When it came to reaching the end zone, Young was one of the best in the state with 13 touchdown catches on 39 catches in 2028.

A speedier slot receiver, Brogdon has excellent length for his size, so he's able to play bigger than his frame would suggest. Though primarily operating out of the slot, he was used as a frequent downfield threat, and he thrived at the catch point.

Phillips excels after the catch, so he's often used at the line of scrimmage on screens and end-arounds. He rarely went down on first contact and looks like a shifty running back with the ball in his hands. There's plenty of room for growth, especially when it comes to his size and route tree, but he's a name to know in the 2028 class.

Skyes was one of the best playmakers in Western North Carolina last year, winning Mountain 5A/6A athlete of the year for his efforts as a receiver and defensive back. He excelled against zone coverage and was hard to bring down one-on-one in the open field, making him a matchup nightmare for defenses.

Langtree Charter hasn't been around long, just finishing up its first varsity season, but Hay has already made an impact. We had him on the radar before the year, as he excelled on JV last season with essentially the same exact team that Langtree ran out this year. Simply put, he knows how to get open and run away from would-be tacklers.
