In our initial 2023 rankings, we have six quarterbacks, with the highest-ranked being Manchester signal-caller [player_tooltip player_id="127618" first="Cody" last="Shelton"]. But who is after him and how do the top five all break down? Well, that’s what we are here to do.
<strong>Manchester (Midlothian) QB [player_tooltip player_id="127618" first="Cody" last="Shelton"]</strong>
The Second-Team All-Region QB has been putting the work in so far this offseason, appearing at the Liberty, Penn State, and Richmond prospect camps, after a great showing at the Under Armour All-American camp to open the month of May. The 5’10", 180lb QB boasts a 4.2 GPA and a 4.6 40-yard dash and has the ability to be a very good piece for a luck program.
Shelton is being trained by former CFL and NC Central QB Malcolm Bell and while Shelton has no offers yet, those are sure to come soon.

<strong>Churchland (Portsmouth) QB [player_tooltip player_id="127617" first="Brandyn" last="Hillman"]</strong>
I first took note of Hillman last fall when the G.A.M.E Academy hosted a 7v7 league since Virginia pushed football back to spring, I’ve been impressed since then and was even more impressed once the season came. Hillman led Churchland deep in the playoffs, falling in the region finals to Lake Taylor.
Hillman is a true dual-threat and can kill you with his arm or his legs, Hillman is very accurate and sits at 6’2" and 180lbs, so there is room to put a few pounds on his frame, especially if he grows an inch or two. There are no offers yet for Hillman but he has been quiet this camp season.

<strong>King’s Fork (Suffolk) QB [player_tooltip player_id="127898" first="Cameron" last="Butler"]</strong>
Butler, who is on the smaller size at 5’10" and 155lbs, needs to grow a little bit before being considered one of the top QBs in the area. With a really good squad around him, if Butler does grow and continue to develop he could turn into a solid FCS QB when his signing day comes in 2023.
Butler is great at rolling out and throwing on the run and has an accurate arm, but, again, the size is something that could be holding Butler back in recruiting as he has no offers yet.

<strong>Norview (Norfolk) QB [player_tooltip player_id="128255" first="Taquan" last="Trotman"]</strong>
Trotman needs to rebound in the 2021 fall season but has the potential to. Trotman, another dual-threat QB measures 6'2" and 188lbs so his frame has room for a little more. Taquan has the ability to lead Norview to a few very good seasons but will need to be a little more accurate in the fall if he and the Pilots want to achieve their goals.
Trotman is probably the most dangerous rusher on this list, which is a huge part of his game and can open a lot of things for him in recruiting.

<strong>Northside (Roanoke) QB [player_tooltip player_id="128431" first="Sidney" last="Webb"]</strong>
Webb only got four games in his sophomore season but made the most of those and put out some good film. 5'11" and 175lbs with a 3.0 GPA, Webb is a three-sport athlete and plays basketball, along with baseball at Northside.
While he has no offers, Webb was recently at the Wake Forest prospect camp, and while we were not there, the word is that Webb performed very well in front of coaches.
