UPDATED: Oregon 2028 Rankings (Top 200) 1-25

Per usual rankings are based on who projects highest at the collegiate level. You can be an outstanding HS athlete and not project to a high level of collegiate ball. Have a look at the Oregon Top 200 as we break down #1-25 with updated offers and commitments.         *PLEASE NOTE: 50+ athletes were added to the 2028 rankings board so multiple individuals will drop numerous spots for that reason alone.          *Rankings were compiled in collaboration with Andrew Nemec         COMPLETE LIST (Top 200) <a href="https://prepredzone.com/oregon/rankings/2028-rankings/">https://prepredzone.com/oregon/rankings/2028-rankings/</a>         #1-25         1.[player_tooltip player_id='1654734' first='PJ' last='Tautu'] 6-4 265 DE/OL Central Catholic OFFERS (12) Washington, Utah, Auburn, BYU, Arizona St   UPDATED: It was a big offseason for Tautu garnering numerous offers from top programs around the country. Most importantly he backed up the hype which came after a successful sophomore season.   One of the top two-way lineman anywhere in the West. Tautu earned 1st team all-league and 2nd team all-state honors on the offensive side of the ball as a sophomore, while likely projecting on D. He was a big reason the Rams advanced to the 6A title game.    2.[player_tooltip player_id='1613644' first='Presley' last='DeLance'] 6-4 235 WR/TE Lake Oswego OFFERS (12) Oregon, Georgia, Florida, Washington, Auburn   UPDATED:  Ranked by some services as the #1 player in the state and one of the top 10 TE's in the country for his class. His stock rose quicker than any player in the NW this offseason. Expectations will be high for him and the reigning state champs this year.    DeLance is a big physical presence who brings a unique combination of size and speed to the table (4.7 40-yard dash). On the year he caught 9 passes for 235 yards (26.1ypc) and a TD for the state champs. I expect him to blow up on the recruiting front this offseason.   3.[player_tooltip player_id='904208' first='Zeke' last='Thomas'] 6-1 195 QB Willamette COMMITTED: Boise St   UPDATED: The commitment to Boise St was a great call in my opinion for both him and the university. Thomas is so versatile that I think he will still have numerous options whether that's via the MLB draft and/or other universities vying for his services at QB.    Thomas backed up the hype and then some after making the move to 6A Willamette. He was a 1st team all South-Central Conference selection, hitting on 66% of his passes while totaling 3,022 yards (2,652 passing, 370 rushing) and 35 TD's/8 INTs. Look for him to add numerous other D1 offers this offseason.    One of the top dual-sport athletes on the west coast for his class. Thomas broke every passing record in Oregon among freshman, throwing for 2,508 yards and 28 TDs/4 INTs with a 65% completion percentage. He makes the move from Crescent Valley to Willamette where he will lead a loaded squad at the 6A level.    4.[player_tooltip player_id='1609771' first='Peter' last='Stanley'] 6-4 295 T Summit OFFERS (4) California, Oregon St, Washington St    UPDATED: Stanley killed it at offseason camps and added offers like we thought he would. He was named the O line MVP at the largest event on the west coast, the Northwest Showcase at WOU.    Another kid who I could see adding multiple offers in the coming months. Stanley was part of a dominant offensive front that helped the Storm reach the 5A title game. Watch the film as he's incredibly fluid for a young lineman.    5.[player_tooltip player_id='1609596' first='Brady' last='Knips'] 6-5 210 DE/TE Tualatin   UPDATED: Another athlete we talked a lot about over the offseason. I expect Knips to be a 1st or 2nd team all state TE and do well on D for the T-Wolves. He had a phenomenal performance at the Northwest Showcase earning MVP honors.    Knips did what was expected for the T-Wolves earning honorable mention all TRL honors on both sides of the ball. If he gets out on the camp circuit, I could see him blowing up this off season as you can't teach the size and overall versatility.    6.[player_tooltip player_id='2106040' first='Leofatu' last='Filipe'] 6-5 230 DE/TE Thurston OFFERS (5) Arizona, Utah, Boise St, UNLV, Wash St   UPDATED: It didn't take long for the word to get out on Filipe. He has quality genes with his dad playing for the Ducks back in the day. Look for him to be a conference & state POY candidate this coming season.    One of the fastest rising recruits in the Western region. It wouldn't surprise me to see him ranked as one of the top 2-3 players in the state when all is said and done. Filipe was a 1st team all-conference and honorable mention all-state DE, finishing with 64 tackles, 17 TFL's, and 6 sacks as a sophomore.    7.[player_tooltip player_id='1609595' first='Iden' last='Rule'] 5-11 200 RB/LB Tualatin   UPDATED: A few decades ago, Luke Staley out of Tualatin won the Doak Walker award as college football's top RB. I'm not saying he's going to do that, but he is a D1 talent who will play a high level of collegiate ball.    Pound for pound the best player in the state for his class. Rule will be a TRL and State POY favorite the next two seasons after totaling 940 yards (720 rushing, 220 receiving) and 10 TDs on 115 touches in 2025. He was a 1st team all-league RB and 2nd team LB.    8.[player_tooltip player_id='1609788' first='Knox' last='Smith'] 6-4 200 WR/TE Willamette OFFERS (2) Boise St, UNLV   UPDATED: This kid is legit. I expect Smith to have something along the lines of 800 yards receiving and 12 TD's this coming year, for a Willamette team who could very well be a state semifinalist. Credit to the programs who have offered him early as he is deserving.    The sophomore standout went down with a broken collar bone in week 5, but did well early in the year, catching 16 passes for 173 yards and 2 TDs. Look for him to be one of the best receivers in Oregon next season.    Smith put up some of the best numbers in the NW among freshman with 28 receptions and close to 300 receiving yards. He has been compared to Wake Forest commit Jack Foley which is a huge compliment.    9.[player_tooltip player_id='2233329' first='Kaison' last='Peau'] 6-4 260 OL Central Catholic OFFERS (5) Oregon St, UNLV, Colorado St   UPDATED: Peau has landed multiple offers over the last few months and is a big addition to an already talented line at CC. He has a chance to climb this list quick bringing a unique skill set with elite mobility to the position.   10.[player_tooltip player_id='1425922' first='Tahkai' last='Smith'] 6-1 165 ATH Westview OFFERS (1) Oregon St   UPDATED: One of the fastest rising 2028 prospects in the NW. Smith landed his first offer from OSU and was named an MVP at Portland State's camp. Westview has a chance to be a Metro League #2 or #3 seed and make the playoffs.    Smith was probably the most impressive 2028 in the Metro League from an accolade standpoint, garnering 2nd team all-league honors at WR and also doing well on D. Offensively he caught 31 passes for 512 yards (714 all purpose) and 3 TDs to go with 8 PBU's and an INT on defense.    11. [player_tooltip player_id='2105987' first='Mark' last='Bailey'] 6-3 255 OL/DL Silverton   UPDATED: I don't really see anyone being able to stop Bailey at the 5A level. If Silverton goes back-to-back and wins another state title, I could see him being the state POY on both sides of the ball up front.    Bailey accomplished the rare feat of earning 1st team all-state honors offensively and 2nd team on the D line as a sophomore. It's not every day a youngster contributes the way he did. He was a big reason the Foxes won the 5A title.   12.[player_tooltip player_id='1609761' first='Tyler' last='Holmes'] 6-1 200 LB/ATH West Linn   UPDATED: One of the top dual sport athletes in the region. Holmes hit multiple bombs during the Lions state title run in baseball. Look for him to be one of the top defensive players in the state, for what will be a #1 ranked West Linn football team heading into the year.    Holmes was the only sophomore on D to earn 1st or 2nd team all TRL accolades in the NW's toughest conference. He consistently makes plays and does special things for the Lions. I would expect him to be in the mix for POY honors next season.    13.[player_tooltip player_id='2105997' first='Bertram' last='Latta'] 6-5 265 OL/DL Dallas   UPDATED: Latta has a D1 frame and all of the intangibles but most don't know about him yet. Look for this to be a breakout season where he starts to make some noise on the recruiting front.    Latta has D1 size and had a breakout year for a solid Dallas program earning 2nd team all-conference honors at Tackle and honorable mention accolades at DE. From a recruitment standpoint a lot will depend on what he does over the off season.    14.[player_tooltip player_id='1609758' first='Jake' last='Hamper'] 6-0 185 Safety/ATH West Linn    UPDATED: This will be a crucial year for Hamper where he will need to show what he can do. As of right now, he doesn't have the size of his brother, so from a projection standpoint it's a completely different scenario.    The last name speaks for itself. Hamper was an honorable mention all-conference Safety as a sophomore for a loaded Lions team. Expect him to be one of the best in the state offensively as well in the coming seasons.    His brother Mark Hamper, now at Cal, was probably the best player in the state a few years back. Jake projects as an all TRL athlete in the secondary this season. He will be one of the top two-way threats in the region over the next few years.    15.[player_tooltip player_id='1609636' first='Brock' last='Estes'] 6-6 170 WR Tualatin   UPDATED: Estes just won his 2nd USATF Pacific NW Regional Championship in the 110m hurdles as a sophomore. I foresee the track star blowing up on the football field with Tualatin being in the mix for a state title.    Typically kids who played mostly JV wouldn't be ranked this high, but Estes is an exception with some of his intangibles and Tualatin being loaded. His mobility at 6-5 is incredibly impressive, finishing with 38 catches for 795 yards and 9 TDs to go with 7 INTs on D at the JV level. He also notably finished 3rd at the state track meet as a freshman in the 100-meter hurdles with a time of 14.84.    16.[player_tooltip player_id='1609764' first='Sam' last='Robbins'] 6-5 190 TE/OLB Jesuit    UPDATED: Robbins makes the move from 3A Valley Catholic to 6A power Jesuit which will be a completely different animal from a competition standpoint. If he can put together some good film, in combination with his size, the sky's the limit.    The big man caught 33 passes for 588 yards and 9 TD's to go with 83 tackles, 6 TFL's, and 4 INT's on the year. Robbins has all the tools; it will just come down to how much he progresses in the coming months.    17.[player_tooltip player_id='1614894' first='Lincoln' last='Keeney'] 6-4 215 QB Tualatin    UPDATED: Between his high-profile status and all the weapons which Tualatin returns, Keeney will have eyes on him all year. One way or the other, he will be heavily influential for the 6A title contender.    Keeney got limited reps at the Varsity level but did well when given the opportunity throwing 4 TD's/0 INT's in 5 quarters. He had 41 total TDs and 5 INTs at the JV level. Tualatin will be a legit state title contender for the next two seasons.    18.[player_tooltip player_id='2106063' first='Rocco' last='Grady'] 6-4 220 OL Tualatin   UPDATED: I would expect Grady to add some significant size on an already impressive frame and be one of the top lineman in the TRL this season.  From a projection standpoint we will find out a lot with this year's film.    Not a lot of people know about him yet, but they will. Rocco is the brother of 6-7 basketball standout Winters Grady now at Michigan. He did well in the playoffs against Jesuit and projects as a major D1 recruit with continued progression.    19.[player_tooltip player_id='1614794' first='Kolby' last='Wofford'] 6-2 310 DL Dayton    UPDATED: Wofford makes the transfer from small school Dayton to 6A power Tualatin after having one of the most impressive offseasons in Oregon. The big man was one of the breakout performers at the Northwest Showcase among 900 other athletes, being listed in the MVP conversation among lineman. His stock has risen significantly.    There were only a few 10th graders to earn 3A all-state honors and he was one of them. Wofford showed off impressive agility in the trenches, finishing with 58 tackles, 5.5 TFL's, and 2.5 sacks for a Dayton team that went (9-1).    20.[player_tooltip player_id='1609760' first='Luke' last='Cutting'] 6-2 185 S/ATH Wilsonville   UPDATED: The talented overall athlete makes the move from West Linn to crosstown rival Wilsonville, which is a huge boost for the Wildcats getting one of the state's top players.    Cutting played on both sides of the ball, doing well at OLB/Strong Safety for the Lions. Look for him to be one of the better players in the TRL next season.   21.[player_tooltip player_id='1601596' first='Ashton' last='Randall'] 6-1 210 LB Estacada   UPDATED: Expect Randall to dominate 4A competition this year. From a recruitment standpoint it will come down to what type of tape he can put together and where his speed and agility are at.    Randall had a phenomenal sophomore season, earing 1st team all-conference and 3rd team all-state honors at LB, totaling 95 tackles, 13 TFL's, and 3 sacks, while also rushing for 9 TDs. He's not your normal small school athlete and will be a 4A POY favorite in the years ahead.    22.[player_tooltip player_id='1609803' first='Justice' last='Edmiston'] 6-2 220 LB West Albany   UPDATED: Definitely a kid for universities to keep on their radar this season. He's added some legit size and has had an impressive freshman and sophomore season at the Varsity level. He will project as a 1st team all-conference and all state LB.    Edmiston followed up a solid freshman season by earning honorable mention all Mid-Willamette honors. The Bulldogs finished (7-4) losing 14-13 to #1 ranked Summit in the state quarterfinals.   Watch the film as Edmiston had a phenomenal freshman season for the Bulldogs, making 27 tackles (4 per game) with 2 sacks. He will be listed among the NW's top 28' LB's.    23.[player_tooltip player_id='2105931' first='Max' last='Matijacic'] 6-2 250 OLB/DE Lake Oswego   UPDATED: Look for Matijacic to be one of the top players in the TRL this season and cause havoc everywhere on D. He wasn't a big offseason camp guy, but I don't think that will matter once he gets on the field.    The last name speaks volumes with his dad being one of the best players ever to come out of LO, before committing to Washington and finishing as a 1st team all Big Sky LB at PSU. Max had an outstanding sophomore year earning honorable mention all TRL honors for the state champs.    24.[player_tooltip player_id='1956192' first='Jora' last='Atwal'] 6-4 195 DB/ATH La Salle    UPDATED: Atwal's had a good offseason and the size and speed are there. He will be expected to absolutely torch the competition with La Salle's schedule lacking to say the least.    The 6-4 corner had a breakout sophomore year earning 1st team all-league and honorable mention all-state honors at the 5A level. For the season he made 14 tackles, with 4 INTs, and 3 PBU's to go with 28 receptions for 337 yards and 4 TDs offensively. It's a good move playing for an elite program like FSP.    25.[player_tooltip player_id='2106007' first='Cal' last='Kofstad'] 6-3 240 OL Silverton   UPDATED: The all-conference lineman makes a big move up the rankings board jumping almost 20 spots. Look for Kofstad to be one of the top overall big men in Oregon and benefit from playing with some of his top ranked teammates.    Kofstad was a key contributor for the 5A state champs earning honorable mention all Mid-Willamette honors. Silverton has an elite group of big men coming up through the ranks which includes him, 1st team all-state sophomore lineman [player_tooltip player_id='2105987' first='Mark' last='Bailey'], and 6-7 freshman [player_tooltip player_id='2079649' first='Cade' last='Ellis'].
